As a result of the COVID-19 epidemic, the Texas Rent Relief Program provides rental and utility assistance to qualifying applicants in order to minimize housing instability, probable eviction, utility disconnections, and financial problems for tenants and landlords.

 

How to apply for rental assistance from Texas rent relief program

Landlord

  • When applying online, landlords can create a profile, list all of the properties they manage, and identify all of the tenants they need help with.
  • All recognized tenants will receive an email prompting them to complete their tenant profiles.
  • Landlords can print the application form, collect a physical signature, and upload the application and accompanying income papers on behalf of renters who do not have an email account. A program representative will contact tenants if necessary to assist in gathering the information and documentation needed to complete the tenant profile. A landlord or property manager can also work with a tenant to create an account and complete the online application on their behalf.

Tenant

  • You can apply directly if your landlord agrees to join, and your landlord will be contacted for more details.
  •  You can still apply for rental assistance if your landlord refuses to join in the program by filling out the online application or contacting the toll-free number mentioned above to apply over the phone.

Texas rent relief program takes how long to open?

On Friday, November 5, 2021, the site, which will remain online and accept applications until all monies have been committed to applicants, was closed to new applications because the overall amount of funding requested by applicants exceeded the amount of funding the program had available.

Applicants who started their applications (including Additional Funding Requests) before November 5 were told they had until November 26, 2021, to finish and submit them. On November 26, 2021, the portal was closed to all applications.

 

How will I know if my Texas rent relief program is approved?

Applicants should expect to hear about the status of their application for several weeks if they submitted their application during the first twenty-one (21) days and did not meet the priority criteria. If they submitted their application outside of the first twenty-one days, they should expect to hear about the status of their application for several weeks.

Why Texas rent relief program is decline?

A request may be denied for a variety of reasons, including:

You didn’t provide enough paperwork to prove that you meet all of the TRRP qualifying requirements.

  • Having a larger income than the program’s cap.
  • Being unable to demonstrate that you rent.
  • The rental property isn’t in the state of Texas.
  • As part of the application, there is no legible identification.

When your application is declined, the exact qualifying criteria you did not match, as well as any missing documentation, will be noted in the notification you get.

Eligibility for Texas rent relief program

Renter households must earn less than 80% of the area median income (AMI), and one or more members of the household must testify in writing that they have:

  1. qualified for unemployment benefits; OR
  2. experienced a drop in income,
  • Considerable costs, or
  • Other financial hardship as a result of or during the epidemic.

 

3.  AND one or more members of the household must show that they are at risk of homelessness or housing instability,

  • As evidenced by a past due utility or rent notice or an eviction notice, OR
  • That they would be forced to move to an unsafe/unhealthy environment, such as a shared living situation or an emergency shelter unless they receive rental assistance.

What is the limit to receiving rental assistance?

The monthly rent cannot exceed $4,600. The Texas Rent Relief Program does not provide help to units that exceed the maximum. In such circumstances, tenants should look into other rental aid options.

How to get notified as a landlord or tenant if payment is made

After the application is granted, the renter and landlord (if the landlord is participating) receive an approval email from a TRRP analyst with a breakdown of which months and expenditures are approved, as well as an estimated payment timetable of 7-14 days after approval.

Following that, the payment processor (Bill.com) will send out the following emails:

  1. (Only for landlords) If you’re paid by ACH or direct deposit, you’ll get an email when:
    – The payment has been processed and is on its way to you, along with the date on which the monies will be deposited into your bank account.
    – Your bank account has been credited with the payment.
  2.  If you pay by check, you’ll get an email when:
    – The payment has been processed and is on its way, with a projected delivery date.

Information needed to file fraud waste or abuse complaint

The more information you provide, and the more specific it is, the better the TRR Fraud Team will be able to investigate the situation. When contacting the TRR Program, please have as much of the following information as possible:

  • # of the case, name(s) of the alleged offender(s), witnesses, or victims;
  • Provide specific information regarding the fraud, waste, or abuse, as well as how it is being perpetrated;
  • Please submit any documents you have access to; and
  • Your first and last name, as well as your phone number or email address (unless you are choosing to remain anonymous).
